The functioning of the refinery is associated with increased requirements for industrial fire safety of production, as well as labor protection. Implementation of organizational and technical measures aimed at prevention of emergency situations, reduction of consequences and preparedness for their localization allows to limit the level of risk both for employees of JSC “Leonovskoe” Refinery and for the population within acceptable limits.

Health, safety and environment (HSE) is implemented at all levels of our business and integrated into our quality assurance system; new employees get a complete picture of JSC “Leonovskoe” Refinery as soon as they start their work. All information about the company is archived electronically. Unwanted incidents and deviations from the procedure are logged on our intranet using web-enabled mobile devices. These procedures allow JSC “Leonovskoe” Refinery to maintain an optimal HSE system that is always up to date and available online from anywhere in the world.
Environmental Management System Policy
At JSC “Leonovskoe” Refinery, the environmental department in the sphere of environmental monitoring has been to carry out quantitative and qualitative monitoring of harmful wastes in gaseous, liquid and solid forms emitted to the atmosphere as a result of natural and anthropogenic impacts at enterprises and companies subordinated to JSC “Leonovskoe” Refinery, on scientific grounds with the purpose of assessing and forecasting the conditions of air, water and soil environment, implementing regular control and research system defining their chemical content, degree of contamination, radioactive and hydro-biological features and physical characteristics.
In the area of health, safety and environment, JSC “Leonovskoe” Refinery is guided by the requirements set forth in the Russian legislation and the international law.
The Company aims to protect the environment, health and safety of the local communities and employees working at its facilities against industrial safety risks – all this calls for effective systematic HSE management, including fire and well control safety, safe operation of transport vehicles, accident management, emergency prevention and response using the most advanced management techniques. This is achieved through the HSE Integrated Management System, which is a part of the general management system of the Company.
HSE Risk Management
HSE Risk management process is the cornerstone of the Company’s HSE IMS described in its HSE Risk Management Regulation made effective on 01.01.2019, which is a part of the Company’s overall risk management system setting up a unified structured process of hazard identification, risk assessment, planning and implementing activities to manage those.
Risk management takes place at a number of management levels – from the heads of structural units in subsidiaries to the top managers in JSC “Leonovskoe” Refinery headquarters. The results of the lower management levels inform the decisions at the higher levels.
The Company manages the following HSE risks:
➜ accidents, incidents, fires and other events related to damage to operating process facilities and equipment, deviation from the process parameters;
➜ health deterioration of workers, contractors, visitors and local population;
➜ environmental impact; penalties and temporary shutdown of facilities, damage to business reputation and decline in trust from the stakeholders in case of non-compliance with the applicable legal HSE requirements.
Based on the results of risk assessment and ranking, actions are taken to help prevent contingencies, and also provide readiness for quick and effective response. HSE risk management process is synchronized with the business planning process to provide funding to the risk mitigation actions.
